What is a contrat de bail in French real estate?

In French real estate a contrat de bail is a lease, in which one party called ‘le bailleur’ (typically called the Lessor in English) grants the right to another party called ‘le Locataire’ in French (typically called the Lessor in English) the right of use of a piece of real estate property for a certain period of time for a payment of money called loyer in French (or rent in English).

Unless, parties to the contract have given their notary a power of attorney.

President Hollande wants New French Construction to Happen Quicker

French property is needed by many residents and French President Hollande wants to speed up the process of getting property built.

According to a French article in Explorimmo President Hollande while on site in Toulouse on January 9 said his goal is to simplify the construction process to make it quicker. One example mentioned by President Hollande is to create the possibility to reduce the time taken to get a permit for construction from eight months to five months.
